Complementary application of mathematical and discrete-event models to solve complex planning and control problems in offshore construction logistics

Due to weather constraints and limited resources, offshore wind farm construction is highly uncertain. Since neither discrete-event simulation nor mathematical optimization alone can satisfy all practical requirements, the project aimed to use both modeling paradigms complementarily. The planning problem was broken down into sub-problems, and both mathematical optimization and simulation models were developed. Building on this, a cascading framework was established to adaptively select, evaluate, and combine suitable solution methods at recurring decision points. To meet practical demands for a holistic solution, the problem scope was further extended to include integrated personnel scheduling. Comprehensive analyses, evaluating over 18,000 combinations,demonstrated that no single method dominates. Pareto-optimal solutions are exclusively generated by combining different methodological approaches. Integrating personnel scheduling successfully reduced crew requirements by an average of 50% compared to standard full-manning approaches. Additionally, an innovative iterative framework for the verification and validation of MILP models using local Petri nets was successfully implemented. Industry experts confirmed the approach's high practical value, particularly for short-term ad-hoc coordination.
